Joecks previously served as a Staff Sergeant in the Nevada National Guard. In 2016, he deployed to Kuwait, serving as a brigade public affairs operations noncommissioned officer. While overseas, he covered soldiers throughout the Middle East, including in Iraq, and received a Meritorious Service Medal for his work. In all, he served 11 years. 


Before joining the Review-Journal, he served as the executive vice president of the Nevada Policy Research Institute, a nonpartisan, free-market think tank based in Las Vegas. During his tenure, he helped thousands of teachers and other government employees opt out of union membership. He envisioned and oversaw the creation of TransparentCalifornia.com, a database of public employee salary information. The site went on to receive more than 50 million annual page views. 


He’s previously appeared on Fox News, Fox Business and C-SPAN. He has been quoted in publications ranging from the Wall Street Journal to Politico to National Review Online. 


Joecks graduated from Hillsdale College, double majoring in history and math. Victor, his wife Gloria, and their seven children live near Las Vegas.
